One of my players is sending a scout to find another patron’s bases in a distant hex. Then, in RR 172:
“Scouts will expect to be protected while on duty, either by their employer or by a number of mercenaries equal to the maximum number of lairs in the hex(es) they are assigned to explore.”
So, ok, I look Land Surveying and Securing Domain in RR, and Wilderness sections in JJ… but I cant find that table. I was sure I had read that table about lairs and clearing hexes… Finally, I found it in my ol’ good copy of Lairs and Encounters.
So, is this intentional? Does the new edition assume I have created beforehand all the lairs and points of interest as the Creating the setting chapter tell me to do? Or is an errata?
The maximum number of lairs by terrain type is on JJ p69.

JJ p193 advises to create a variety of dynamic lairs for general use (which L&E pretty much covers for you), not to build out every single lair in the region (which would be infeasible). If your players try to clear a hex, you can roll up the lairs as they are found, pull the appropriate dynamic lairs as needed, and then just restock your set of dynamic lairs after the session.
