Do you need a special proficiency to use military oil or can anyone just pick it up and throw it?
If yes, you do need skill in it, would Value 2 in fighter be enough to know how to use it properly?
If yes, if you traded your Value 2 fighter unlimited weapon choice down to narrow in for extra skills would still be proficient in throwing oil?
it requires an attack throw to use, and the penalty for rolling poorly, up to and especially a natural 1, represent a risk even for someone trained. Naturally, players with better attack throws will fare better when using it, so while there are no rules saying one way or the other, I don't believe you need a proficiency.
