Do the leveled NPC leaders of monsters in the Men category - brigand captains, pirate kings, berserker warband leaders, etc. - have personal treasure and a 5% per level per category chance of magic items like other NPCs? Or are they outfitted from the treasure of the various bands under their command?

What about beastman leaders?

I’m pretty sure that levelled NPC leaders are precisely who that rule is originally for. Beastman leaders, I tend to equip from the treasure of their band, since they don’t really have levels per se…
