Precise Shooting how am i supposed to read this?

Hi im just haveing some trubble understanding the wording on Precise Shooting and appriciate if someone can give me a quick anser :)

Precise Shooting: The character may conduct missile attacks
against opponents engaged in melee at a -4 penalty to his
attack throw.

A character may take this proficiency multiple
times.

Each time the proficiency is taken, the penalty to attack
opponents in melee is reduced by 2.

Characters without this
proficiency cannot attack opponents engaged in melee with
missile attacks.

so at first it look pritty self explanetory but then im starting to wonder is it ment as a

0; cannot attack opponents engaged in melee with missile attacks.
1; -4
2; -2
3; 0
or a

0; cannot attack opponents engaged in melee with missile attacks.
1; -2
2; 0

since the pennelty is reduced by 2 each time you have picked Precise Shooting and at first rank you have picked it once?

Core Rulebook page 103:

"Combatants may not make a missile attack at opponents engaged in melee, unless they have the Precise Shooting proficiency."

So the first time a character takes Precise Shooting, he can shoot at opponents engaged in melee and receives -4 penalty to his attack throw.
